A first resolution prepared by Ukraine and its European allies was adopted on Monday morning in the assembly by 93 votes for, 18 against, and 65 abstentions, on 193 member states. The resolution recognizes that it is ” urgent “ to put an end to war ” This year “and unequivocally repeats the previous requests from the Assembly: immediate withdrawal from Russian troops from Ukrainian territory and stopping hostilities led by Russia.

The United States, for its part, has submitted to the Assembly a competing resolution demanding the rapid end of the conflict without reference to the territorial integrity of Ukraine. The very short text asking “Urgently that the conflict was put an end as soon as possible and pleads for lasting peace” has not been put to the voice as is. It has indeed been widely modified by several amendments from European countries clearly pointing to Russia for this conflict, affirming its attachment to the territorial integrity of Ukraine and demanding a “Just peace”. The modified text was adopted by 93 votes for, 8 against and 73 abstentions.

But the original American text was then submitted to the Security Council, where the United States this time recorded a victory. After the rejection of all the amendments proposed by the four members of the European Union (France, Slovenia, Greece, Denmark) and the United Kingdom to introduce a reference to the Russian aggression and the territorial integrity of Ukraine , the resolution was adopted by 10 votes for, and no against. The same five European countries abstained, including France and the United Kingdom, which could have chosen to block adoption using their veto for the first time since 1989.

But European diplomats will be concerned that Russia and the United States direct other resolutions on Ukraine to the Security Council, including to support a possible agreement concocted by Donald Trump and Vladimir Putin.
