European aid compensates for American disengagement, according to the Kiel Institute

An increase in the help of European countries in Ukraine made it possible, at the beginning of 2025, to fill the void left by the disengagement of the new US administration of Donald Trump, reports the German research institute on Monday Kiel Institutewhich lists military, financial and humanitarian aid promised and delivered to Ukraine since the Russian invasion of February 24, 2022.

While “The United States, which was previously the biggest donor to Ukraine, have not announced a new envelope since early January”Ukraine still received more aid from January to April 2025 than on average in previous years over the same period.

“It remains to be seen whether this is a temporary increase or the beginning of a more sustainable development of the role of Europe as the main support of Ukraine”says Christoph Trebesch, who heads the Kiel Institute team responsible for monitoring the commitments in favor of Ukraine, quoted in the press release.

At the beginning of 2025, the data from the Kiel Institute show that “The recent increase in European aid was fired by a small group of countries”at the forefront of which “Nordic countries and the United Kingdom”. On the other hand, “It is striking to note the little German aid allocated in recent months”commented Mr. Trebesch. “Instead of increasing his support after the arrival of Trump in power, we observe a sharp drop in German aid compared to previous years. “The trend is the same for Italy and Spain”he said.

As of April 30, 2025, 294 billion euros in total were given or allocated to specific expenses in favor of Ukraine (out of 405 billion promised), according to the latest figures from the Kiel Institute. The remaining 111 billion was promised in the long term but not yet allocated. On the amount already given, 140 billion euros (given or allocated) are military aid, 133 billion of financial aid and 21 billion of humanitarian aid.

The first donors are the European Union and its members (131 billion euros given or allocated), the United States (115 billion) and the United Kingdom (19 billion). In terms of military aid, Europe and the United Kingdom ” exceeds[nt] For the first time since June 2022 the United States ”according to the Kiel Institute. Europeans have already given or allocated to Ukraine 72 billion euros in military aid since the start of the war, against 65 billion for the United States.
