“A historical situation”, “an orgy of debt”, “a gigantic and unlimited rearmament”, “a great national effort »… For four hours, German deputies competed in superlatives, Thursday, March 13, to debate, in a Bundestag gathered in extraordinary session, of the issues posed by the reform defended by the probable future Conservative Chancellor Friedrich Merz, from the ranks of the Christian Democrat Union (CDU).

The latter, allied with the SPD social democrats, intends to reform one of the most emblematic articles of the German Constitution, the one who forces the use of public debt for more than fifteen years, and whose evolution is crucial to allow the rearmament of the country with a view to American disengagement. Friedrich Merz hopes to achieve this by accelerated procedure, based on outgoing Bundestag whose configuration is more favorable to him. An unusual process given the strategic nature of the questions debated, which elected officials of the opposition did not fail to denounce Thursday.
