These questions logically arise a few weeks from the next European humanitarian forum, which must be held in Brussels in May.
NGOs are in the financial, technical and diplomatic incapacity to change the global humanitarian equation alone. David must not take himself for Goliath. But David can usefully contribute to the overall reflection which is now essential. In recent times, emergency humanitarian aid has represented an annual envelope of almost $ 40 billion [35 milliards d’euros]. NGOs contribute, thanks to the public donations, up to this envelope. They also receive funds from UN agencies. In total, their teams thus deploy almost 40 % of the operational budgets committed each year.
Some NGOs may today disappear, especially if their financial structure is based on operating costs massively dependent on overheadthe percentage of public funds that they have the freedom to allocate to essential tasks carried out by employees of the head office. Among these tasks is that of requesting the generosity of the general public by active communication campaigns, which they engage in their own budgets.
The UN system is also struck. Asphyxiated by budget cuts, vilified in the speeches of the leaders of the United States, it is weakened by its inability to impose a strict application of international humanitarian law in Gaza, where civilians still live.
